The recent circulars issued by MEA reducing Minimum Referral Wages by 30-50 percent as reported are a cause for huge concern as wages of lakhs of migrant workers from Telangana working in the Gulf countries will get adversely impacted

Already there is considerable distress among all migrant workers due to wage losses as a result of Covid & lockdowns.

I request you to use your good offices to ensure that our migrant workers’ interests are protected

PM Modi launches PM Garib Kalyan Rojgar Yojana via video conferencing to help boost livelihood opportunities in rural India.

  • Prime Minister Narendra Modi today launched a massive employment -cum- rural public works Campaign named ‘Garib Kalyan Rojgar Abhiyaan’ to empower and provide livelihood opportunities in areas/ villages witnessing large number of returnee migrant workers affected by the devastating COVID-19.
  • The Abhiyaan was flagged off from village Telihar, Block Beldaur, district Khagaria, Bihar on June 20 (Saturday) through Video-Conference attended by the CMs and Representatives of the 6 Participating States, Various Union Ministers and others.
  • Prime Minister interacted through remote video conferencing with the villagers of Telihar in the Khagaria District of Bihar from where the Prime Minister Garib Kalyan Rojgar Abhiyaan was formally launched.
  • The Prime Minister inquired from some of the migrants their current state of employment and also whether the various welfare schemes launched during the Lockdown period were available to them.
  • This campaign is dedicated for our labor brothers and sisters, for the youth, sisters and daughters living in our villages. It is our endeavor that through this campaign workers and workers are given work near home, he said
  • The Prime Minister announced that an amount of Rs 50,000 Crores would be spent for building durable rural infrastructure under the Garib Kalyan Rojgar Abhiyaan.
  • He said 25 work areas have been identified for employment in villages, for development of various works. These 25 works or projects are related to meet the needs of the villages like rural housing for the poor, Plantations, provision of drinking water through Jal Jeevan mission, Panchayat Bhavans, community toilets, rural mandis, rural roads, other infrastructure like Cattle Sheds, Anganwadi Bhavans etc.
  • The Prime Minister said that Abhiyan shall also provide modern facilities in rural areas. He said it is of great necessity that high speed and cheap internet be provided in every rural household to help the youth and children.
  • The Prime Minister said it is the first time that the rural areas are using more internet than the urban areas. Hence the laying of fibre cable and provision of internet are also made a part of the Abhiyan
  • These works will be done while staying in his own village, while staying with his family.
  • This Abhiyaan of 125 days, will work in mission mode, will involve focused implementation of 25 categories of works/ activities in 116 districts, each with a large concentration of returnee migrant workers in 6 states of Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha. Public works to be undertaken during this campaign will have a resource envelope of Rs. 50,000 crores.
  • The Abhiyaan will be a convergent effort between 12 different Ministries/Departments, namely; Rural Development, Panchayati Raj, Road Transport & Highways, Mines, Drinking Water & Sanitation, Environment, Railways, Petroleum & Natural Gas, New & Renewable Energy, Border Roads, Telecom and Agriculture, to expedite implementation of 25 public infrastructure works and works relating to augmentation of livelihood opportunities.

    The major objectives of the initiative include:
  • Provide livelihood opportunity to returning migrants and similarly affected rural citizens Saturate villages with public infrastructure and create livelihood opportunities viz. Roads, Housing, Anganwadis, Panchayat Bhavans, various livelihood assets and Community Complexes among others
  • The basket of a wide variety of works will ensure that each migrant worker is able to get an opportunity of employment according to his skill, in the coming 125 days. The Program will also prepare for expansion and development of livelihoods over a longer term.
  • The Ministry of Rural Development is the nodal Ministry for this campaign and the campaign will be implemented in close coordination with the State Governments. Central Nodal Officers of the rank of Joint Secretary and above will be appointed to oversee the effective and timely implementation of various schemes in the identified districts.

We want to front-load money allotted for the 25 different works for the 116 districts, to ensure that migrant workers in all these districts are given employment : Nirmala Sitharaman

Excerpts of the Curtain raiser Press conference by Finance Minister on Garib Kalyan Rojgar Abhiyaan, to be launched by PM Modi on 20th June. Labour Minister Santosh Gangwar and Rural Development Minister Narendra Singh Tomar also joined the PC :

  • Workers from all over the country wanted to go back to villages a little while after the lockdown began, and central and state governments made some arrangements, and they have gone back. We have looked at the districts to which they have largely returned.
  • We have found that migrant workers returned in large numbers to 116 districts, spread over six states (Bihar, Jharkhand, Uttar Pradesh, Madhya Pradesh, Odisha and Rajasthan)
  • The central and state governments have meticulously mapped the skill sets of the migrant workers who have returned in large numbers to the 116 districts in six states.
  • Within 125 days, for 116 districts, nearly 25 schemes of the government will be brought together under Garib Kalyan Rojgar Abhiyaan, we will reach saturation levels for each of those schemes within those 125 days.
  • The objectives under 25 schemes of Government of India, which are being brought together under Garib Kalyan Rojgar Abhiyaan for 116 districts, will be achieved within the 125 days, by offering work to migrant workers and rural citizens.
  • Everyone who needs an assignment in these 116 districts will be given work under Garib Kalyan Rojgar Abhiyaan, broad estimated expenditure for the scheme is ₹ 50,000 crore, the money allotted for this will be front-loaded.
  • We want to front-load money allotted for the 25 different works for the 116 districts, to ensure that migrant workers in all these districts are given employment, providing a direction to these workers, also helping rural asset creation.
  • With the release of money to villages such as allocation to rural local bodies as recommended by 15thFinCom,Garib Kalyan Rojgar Abhiyaan will provide work and enable asset creation in rural areas, powering rural development.
  • The first priority of Garib Kalyan Rojgar Abhiyaan is to meet the immediate requirement of workers who have gone back to their districts, by providing them livelihood opportunities, that is why so many different schemes with a rural component have been included.
  • Garib Kalyan Rojgar Abhiyaan provides a clear blueprint to engage the workers for the next 4 months, we will see how many of them will want to continue or go away in search of jobs elsewhere after this period.
  • Activities which are otherwise spread over 6 months to 1 year are being front-loaded, so that there is no dearth of funds to execute the works during the 125 days of Garib Kalyan Rojgar Abhiyaan.
  • In each of the 116 districts chosen for GaribKalyanRojgarAbhiyaan, at least 25,000 migrant workers have reached from their previous places of work, this has been the basis for choosing the districts.

  • I believe that all the migrant workers and workers who are returning to UP are our strength. And we will now use this sterngth to build a new Uttar Pradesh
  • Towards this vision, the Uttar Pradesh government has taken forward the task of providing work to every hand and employment in every household with the help of skill mapping technology.
  • All workers returning back to the State are first taken to the quarantine center and thermal screening is done there. People who are healthy are provided with ration kits and sent to ‘home quarantine’ and then sent to their homes.
  • 15 days of food grains are provided in the ration kits which include pulses, salt, flour, chillies, spice oils etc.
  • Chief Secretary has written a letter to the Chief Secretaries of other States to make available to us a list of all the workers desirous of coming back to Uttar Pradesh, so that we can get them back here safely.
  • There is no set deadline for this, we will get the migrants back here safe, free and in an honorable manner whatever happens.

  • The Govt should make a direct cash transfer of Rs 7,500 per month in the account of every family for the next six months

  • Ensure safe and free travel of labourers to get back to their homes.
  • Increase the number of work days under MNREGA to 200 days to facilitate jobs in villages.
  • There is no derth of money in the Govt, just that it has to be utilized in the right manner.

  • Railways has asked the States to identify and locate migrants who are walking back, transport them to the nearest main line railway station, register them and give the list to the Railway Authorities so that arrangements can be made for their travel. That simple.
  • While many more trains are in the pipeline, this just shows how small administrative steps differentiate a caring leadership from a callous one.
  • However, Congress and TMC leadership is losing no opportunity to shed crocodile tears and “fake” concern for migrants.
  • Similarly, Chhattisgarh has given approval for 45 trains, Rajasthan for 42 and Jharkhand for 144 trains.
  • Just to put this in perspective, Uttar Pradesh has given approval to 1,301 trains (~50% of all Shramik Special trains) and Bihar has given approval to 973 trains till date.
  • Only if states like West Bengal, Chhattisgarh, Rajasthan, and Jharkhand stop being callous and show some compassion, hardship to migrants can be avoided.
  • Bengal, has given approval for only 35 trains, which is about 50,000 people. Small fraction of people wanting to go back!

  • More than 3.5 lakh workers have travelled via trains & buses arranged by us.

  • Uninterrupted freight movement operations by Ministry of Railways have ensured delivery of 9.7 million tonnes of foodgrain between 1st April and 22nd May; 3,255 new Parcel Special Trains have been run since 22nd March.
  • Ministry of Railways has contributed immensely in the effort to domestically produce PPEs and sanitizers and produced 1.2 lakh Coveralls 1.4 lakh litres Sanitizer.
