Economic Survey 2021 constructs a Bare Necessities Index at rural, urban & all India level, with 26 indicators on 5 dimensions-
water,
sanitation,
housing,
micro-environment, &
other facilities

All states have ↑ access to “the bare necessities” in 2018 over 2012;
Highest access in Kerala, Punjab, Haryana & Gujarat;
Lowest in Odisha, Jharkhand, WB & Tripura

Inter-state disparities in the access to “the bare necessities” have declined in 2018 over 2012 across rural & urban areas

Access to “the bare necessities” has improved disproportionately more for the poorest households when compared to the richest households across rural & urban areas

Improved access to “the bare necessities” correlates with improvement in health indicators (infant mortality, under-5 mortality) improvement in education indicators
