HD Kumaraswamy – Former CM, Karnataka:

Met Telangana Chief Minister Sri K. Chandrashekhar Rao at Pragati Bhavan

We had an important and cordial discussion on Karnataka & Telangana State issues besides present political situation in Karnataka.

He expressed his desire & the need to build a ‘parallel political front’ vis-a-vis national political parties.

I assured to stand with him and wish good luck to the new front comprising farmers, labourers, Dalits & common man.

Elderly Statesman Sri KCR said that he will take a plunge into national politics around 2023 Karnataka Assembly elections and before Vijayadashami festival.

I am deeply touched by the warm hospitality, love and camaraderie shown to me by the senior leader.

All political parties should have co-operated in electing Mamata Banerjee unopposed in the by-election: HD Kumaraswamy

HD Kumaraswamy – Former CM, Karnataka:

It is not surprising that BJP’s own leader Rajib Banerjee has said that West Bengal Chief Minister Mamata Banerjee is bound to win the by-poll from Bhavanipur assembly seat by a huge margin in a contest that has attracted the attention of the entire country.

He has publicly expressed a view that it would have been better if the BJP had refrained from fielding its candidate in the by-poll. There is truth in what he has said. Because Mamata Banerjee is not just a leader, but the real pulse and heart beat of Bengalis.

It is not possible for anyone to prevent the creation of history. Actually Mamata Banerjee had scripted history in April itself by winning 214 of the total 294 seats in the Assembly elections. Now she is geared up to create a new history.

Political parties should understand and also respect people’s emotions as well as democratic values. All the political parties should have co-operated in electing Mamata Banerjee unopposed in the by-election by refraining from fielding any candidate against her.

People of West Bengal have already given her a clear and decisive mandate. It is my personal view that the BJP should have shun its narrowmindedness and displayed large heartedness. Because there is nothing bigger in democracy than the support of people.

There is no instance of Karnataka protecting its farmers by betraying Tamil Nadu farmers. The Cauvery issue has to be resolved through the spirit of brotherhood: HD Kumaraswamy

HD Kumaraswamy – Former CM, Karnataka:

The measure of Tamil Nadu government with respect to Mekedatu reservoir as well as Cauvery river is detrimental to the interests of Karnataka. Unfortunately the BJP government in the state, which is supposed to look into such issues, has been debilitated by internal squabbling.

When the trouble-hit BJP has become so weak that it is finding it difficult to run the government, can any one expect commitment from it towards protection of the “Land, Water and Language” that form the core elements of the state?

Tamil Nadu Chief Minister MK Stalin, who recently met PM Narendra Modi, has appealed to him not to give permission to Karnataka to go ahead with the construction of Mekedatu reservoir.

He has also appealed to the Prime Minister to take measures to get Tamil Nadu’s share of water released from Karnataka for this year. But the ruling BJP, which is supposed to react immediately to such issues, has forgotten its responsibility.

Both the national parties had failed to formulate the Mekedatu Reservoir Project in Karnataka. My government displayed the courage to make it a reality. But it is becoming impossible for the ruling BJP to retain the project.

Such an important project is gripped by uncertainty though the BJP is in power both at the State and the Centre. This has proved wrong the BJP’s promise of creating a heaven by using the advantage of being in power at both the state and the Centre.

People of Karnataka have to take note of the fact that Tamil Nadu is being ruled by a regional party. Tamil Nadu is strong in terms of regional pride. Unlike its neighbouring state, Karnataka is in the grip of national parties. ..

But despite being in power, the national party has not been able to protect Karnataka’s pride and regional identity. This has clearly demonstrated that only regional parties can protect the state’s interests.

Stalin had said that he would make efforts to ensure that all the languages that have been recognized under the eighth schedule of the Indian Constitution would get official language status. I want to make it clear that I will also join hands with him in such an effort.

There is no benefit for both the states, which should be like brothers, to indulge in friction over the Cauvery river water sharing issue.

The present government at the Centre is behaving in a very aggressive manner with respect to the southern states, their languages and the culture. In such a situation, Karnataka and Tamil Nadu should not toe the path of disunity over the issue of Cauvery.

Stalin should understand that it is the time for both the states to remain united for the protection of our pride.

Let Tamil Nadu government allow the implementation of Mekedatu reservoir project. It has already been clearly explained that Mekedatu project will not harm the interests of Tamil Nadu. The intention of Mekedatu project is not irrigation, but taking care of only drinking water .. requirements. Stalin should realise this and co-operate with Karnataka with respect to the construction of reservoir.

In the last three to four years, Karnataka has released water in excess of the prescribed limit to TN. We have released more water when nature has co-operated.

In fact, Karnataka has not betrayed TN even during drought. Therefore, let brother Stalin not have any doubts or concerns over TN’s share of water.

There is no instance of Karnataka protecting its farmers by betraying Tamil Nadu farmers. All farmers whether they are in Tamil Nadu or Karnataka are the same. They are children of the Mother Earth. They are our brothers.

Now, let both of us — politicians — too become brothers with respect to the Cauvery issue. If Stalin takes a step ahead with the spirit of brotherhood, I am ready to walk two steps.

Let us put an end to the fight between the two states over Cauvery. Being southern Indians, we must realise that there is no need for us to fight among ourselves. The Cauvery issue has to be resolved through the spirit of brotherhood.

By taking such a novel measure, we must also display unity. Let such an effort begin during the regime of Stalin. Such an effort will have my full backing. The need of the hour is to protect the spirit of brotherhood between both the states.

The government’s decision of cancelling exams for II PUC students should also apply for SSLC students as they are younger: HD Kumaraswamy

It is really insane on the part of the state government to hold SSLC exams while cancelling the II PUC exams in the wake of the prevailing COVID situation…

Government should immediately withdraw such an irrational decision. It should drop the stubborn stand that there will be no exams for II PUC students, but the SSLC students have to face exams for limited subjects.

The chief minister should reign in the education minister who is playing with the lives of children through such an irrational decision.

There should be a uniform system of exams for both the SSLC and PUC students. The government’s decision of cancelling exams for II PUC students should also apply for SSLC students as they are younger.

It is mainly due to the fear of the Prime Minister that II PU exams were cancelled. Is this learned person who is eager to hold exams for SSLC students an education minister or the examination minister who is testing the patience of parents and students.

The education minister is not only quiet on the issue of demand for covering teachers and students under priority vaccination, but also desists from saying anything about poor students who are in dire straits due to non availability of mid-day meal.

Let the education minister focus on making arrangements towards ensuring easy availability of seats in colleges for seven to eight lakh students who will pass out of SSLC.

It is that time of the year when thousands of young Kannadigas go abroad to study. it is the Govt’s duty to prioritize this group of youngsters for vaccination: HD Kumaraswamy

HD Kumaraswamy – Former CM, Karnataka:

It is that time of the year when thousands of young Kannadigas go abroad to study.

Since many countries/universities have made COVID-19 vaccination mandatory before entering the country/campus, it is the govt’s duty to prioritize this group of youngsters for vaccination.

Some states like Maharashtra and Kerala have already taken measures to fully vaccinate (2 doses) this group on priority.

I urge CM of Karnataka and the Chief Secretary to take the necessary steps immediately to fully vaccinate the group on priority.

I also urge the govt. to convert schools and colleges into vaccination centers.

Currently, there is a chance of Covid transmission since vaccination is being done at the same hospitals where Covid+ patients are being treated.

I urge the govt. to consider all the teachers, who died due to the pandemic, as Corona warriors and grant an immediate compensation of Rs. 50 lakh to their families: HD Kumaraswamy – Fmr CM, Karnataka

HD Kumaraswamy – Former CM, Karnataka:

  • More than 145 teachers from the Kalyana Karnataka region, who had taken part in poll duty and took classes under the Vidyagama programme of the govt, have died due to COVID-19.

  • The statistics regarding the death of teachers in other regions of the state are still not available.

  • I urge the government to consider all the teachers, who died due to the pandemic, as Corona warriors and grant an immediate compensation of Rs. 50 lakh to their families.

  • While more than 145 teachers have died in the Hyderabad-Karnataka region alone, several teachers from other regions too have lost their lives while abiding by the instructions of the government to take part in duty.

  • Teachers should be considered as CORONA warriors. The government, which deputed them either on poll duty or any other responsibility, should own up the responsibility for their death. It is a matter of concern that thousands of teachers in the state are suffering from COVID.

  • I condemn the negligent attitude and carelessness of the government about teachers who actually build the future. I demand that the government must take immediate measures to declare teachers as CORONA warriors and grant compensation to their families without any delay.

Former Karnataka CM HD Kumaraswamy writes to PM Modi on oxygen shortage

H D Kumaraswamy, Former Chief Minister of Karnataka :

Respected Prime Minister Shri Narendra Modi ji,

I write to you with concern about a deepening crisis in Karnataka with regard to shortage of oxygen. Am sure you have already been told about the death of 24 people in a Government Hospital in Chamarajanagar district, yesterday (03 May), due to shortage of oxygen.

This morning, four more deaths were reported due to a similar shortage from a hospital in Gulbarga district. The two districts are at opposite ends of the State. Deaths in both districts were preventable. After these two incidents in quick succession, there is panic enveloping in other districts of the State too.

Some Bangalore city hospitals, I learn, have been frantically messaging about the end of their stocks since this morning. The Chief Secretary, Government of Karnataka has been quoted in the media as saying that if Karnataka were allowed to fully utilise the oxygen it produces then there would be no shortage.

However, there is no accurate picture accessible on the shortage and there is no solution visible in the horizon. This needs to be tackled expeditiously, and therefore I seek your urgent intervention.

As per a reliable estimate, to offer an example, the adjoining districts of Mysore and Chamarajanagar require 70 tonnes of oxygen per day. This is given the volume of cases and severity of infections in the two districts. But, they are able to access only an average of 20 tonnes daily. This should give you a fair idea of the existing shortage in the State.

The inputs that I have been personally receiving from people across the State, and more specifically from districts like Tumkur, Belgaum, Dharwad and Hassan, are alarming and indicative of a crisis that is fast expanding. If the State administration does not act briskly, and if it is not ably supported by the centre then my sense is that a greater tragedy is likely to unfold. The people of the State would be grateful to you for any direction the federal Government may issue to address the oxygen shortage forthwith.

With warm regards,
Yours sincerely,
H D Kumaraswamy

HD Kumaraswamy Farm Laws

I personally feel that farmers should have an open mind towards “experimenting” with the new legislations: HD Kumaraswamy

HD Kumaraswamy – Former CM, Karnataka:

The ongoing farmers’ protest in Delhi outskirts against three farm legislations of the Centre have started attracting the attention of not only the country, but the entire world.

Close on the heels of concern expressed by the Canadian Prime Minister, parliamentarians from the US and Britain too have expressed their concern.

The farmers’ agitations have created an impression that some trouble is brewing in India.

It is my sincere wish that the reputation earned by India at the international level and it’s image should not be dented by the new farm legislations as well as the protests against them.

Prime Minister Narendra Modi should realise that the reputation and name earned by himself after becoming the Prime Minister may get blemished through such protests. At the same time, farmers too should not suffer any inconvenience.

Instead of the approach of sending an indirect message to protesting farmers through its programmes, the Centre should hold a decisive meeting under the leadership of the Prime Minister to end the farmers’ struggle.

This is inevitable in the interest of protecting the country’s dignity. Of course, I am sure that Mr. Modi will act very cautiously when it comes to the country’s dignity. Let the problem be solved at the earliest.

The remarks of senior Union Minister Rajnath Singh with respect to the new legislations have instilled a new hope. He has appealed to farmers to allow an “experimental” implementation of the new farm legislations.

He has also assured farmers of withdrawing the legislations if they create any problems. I think farmers too should give a thought in this regard.

For quite sometime there has been a strong pubic opinion that Indian agricultural sector is caught in a vicious circle. It is very much necessary on our part to be ready for any experiment if it can bring about welfare of farm sector by rescuing it from the vicious circle.

Hence, I personally feel that farmers should have an open mind towards “experimenting” with the new legislations.

But there has to be proper co-ordination between the Centre and the protesters.

The Janata Dal (S) will never think of political merger: HD Kumaraswamy

HD Kumaraswamy – Former CM, Karnataka :

The Janata Dal (S), which is a party of Kannadigas with self esteem, will never think of political merger.

The party, which is a strong voice of the people, will never display such stupidity. At the most we may extend an issue-based support to the BJP if need be in the coming days in public interest.

There is no importance for any imaginary reports on political merger.

The Congress high command, which had ridiculed us as BJP’s B team before the Assembly polls, actually came to our door steps after the polls and extended an invitation to form a coalition government with it.

We would not have formed the government with the Congress if we were BJP’s B team.

There is no tacit understanding with the BJP as being alleged by the Congress. Only an issue-based understanding is possible.

People trust the JD (S) which took up welfare measures like waiver of farm loans and ‘Badavara Bandhu’ scheme besides conducting itself as per the aspirations of former prime minister HD Devegowda known for disciplined administration.

I want to clarify that for Janata Dal S, the situation of committing suicide by merging itself with another party has not come. I don’t foresee such a situation gripping us in the future too.

It is because of the efforts by the JD (S) that it has become possible for people from non-farming families to pursue their interests in farming: HD Kumaraswamy

Ending Section 79 (a,b) will increase the coverage area of agriculture and go a long way in attracting youth to farming.

This will also encourage new experiments in farming and result in scientific farming taking the place of traditional farming. This should be noticed by everyone

HD Kumaraswamy – Former Chief Minister, Karnataka

Opposition party is not there to merely oppose. It has to execute its responsibilities in a constructive manner.

Janata Dal Secular has treaded such a constructive path with respect to the amendments to Land Reforms Act by protecting the interests of farmers.

The stand of both the Congress and the BJP were not completely tilted towards justice with respect to the legislation. Janata Dal Secular actually ensured that the Legislation became a balanced one.

It is true that the JD (S) had opposed the Land Reforms Amendment Bill, particularly some of its contents, in the beginning when it was proposed by the BJP. However, the JD (S) also clearly stated the changes to be brought about in the Bill.

Though the Congress too had opposed the Bill, it desisted from mentioning anything about the changes to be effected. Its resistance did not go beyond merely opposing the Bill.

Prominent changes have been effected in the legislation as suggested by the JD(S). The earlier version of the Bill provided for a maximum individual holding of upto 248 acres. However, it has now been removed following our suggestion.

Similarly, conditions have been imposed to ensure that irrigated land under Section 80 of the Act is used only for agricultural purpose.

JDS sought to keep the principle and spirit of land reforms that “tiller is the owner of the land”. It is now retained. Is protecting the principle of Devaraj Urs’s initiative not an achievement of JDS? We also succeeded in not diluting the law for deprived SC/ST communities.

There were debates regarding Section 79(a, b). Prof M.D.Nanjundaswamy himself maintained that such provisions go against people’s freedom.

Such provisions, which restrict people from non-farming families buying farm land despite having interest in agriculture, have been removed.

In fact, Mr. Siddaramaiah himself had constituted a Cabinet sub-committee under the chairmanship of V. Srinivasprasad when he was the CM to review the need for 79 (a,b) and its pros and cons.

But now Mr. Siddaramaiah has resorted to enigmatic silence on the issue. It should be noted that it is because of the efforts by the JD (S) that it has become possible for people from non-farming families to pursue their interests in farming

Ending Section 79(a,b) will increase the coverage of agriculture and go a long way in attracting youth to farming.

This will also encourage new experiments in farming and result in scientific farming taking the place of traditional farming. This should be noticed by everyone.

It is the JD (S) which has actually helped in bringing about the real reformative measures with respect to the Land Reforms Act. But the party is being blamed unnecessarily without proper scrutiny.

Let the farmers’ leaders who are attacking the JD (S) conduct an introspection. Let them ask themselves if it is ever possible for the JD(S) to take an anti-farmer stand?

I want to remind such people criticizing the JD (S) that it is this Kumaraswamy who waived the loans of farmers to the tune of Rs. 25,000 crore despite the limitations and opposition. No one patted my back then.

No one came to my support when I stepped out of power after implementing the promise made to farmers. Now also I am alone when I am able to achieve reforms in the Legislation.

Let those criticizing me, scrutinize my pro-farmer stands and study our pro-farmer programmes. Being a person who is walking the path of Deve Gowda who hails from farming community and rose from the dust, both myself and JD (S) will not deceive the soil and sons of soil.
