Six days after my 1st visit to Nimatighat, I went there again today to review steps taken by Inland Water Transport Dept & admin of Jorhat, Majuli to ensure smooth movt of ferries & safety of passengers.

CM Office Assam:

CM Dr Himanta Biswa reviewed the Ro-Pax service at Nimatighat.

He said Inland Water Transport Dept has made services of 2 Ro-Pax vessels operational between Jorhat & Majuli after thorough inspection.

2 vessels – MV Raj Lakshmi and MV Digaru – will reach Majuli soon, while another is being developed by the department.

Govt of India has also been requested to send two more Ro-Pax vessels to Assam, of which one will ply between Jorhat and Majuli. 8 local boats suspended for having single engines would be converted into marine engines at the expense of the State Govt.

For passengers’ convenience, timings of Ro-Pax vessels and boats under operation have been re-scheduled and will ply three times a day.

An app would also be launched for booking tickets by passengers. Further, 2 night buses will ply between Jorhat and Majuli via Dibrugarh.

In the presence of Union Home Minister Amit Shah a historic Karbi Anglong Agreement to end the decades old crisis ensuring Assam’s territorial integrity was signed today

In the presence of Union Home Minister, Shri Amit Shah, a historic Karbi Anglong Agreement to end the decades old crisis ensuring Assam’s territorial integrity was signed in New Delhi today.

Present on the occasion were Shri Himanta Biswa Sarma, Chief Minister of Assam, Shri Sarbananda Sonowal, Union Minister of Ports, Shipping & Waterways and Minister of AYUSH, Shri Nityanad Rai, Union Minister of State for Home Affairs, Tuliram Ronghang, Chief Executive Member of KAAC, representatives of Karbi Longri North Cachar Hills Liberation Front/ KLNLF, People’s Democratic Council of Karbi Longri/ PDCK, United People’s Liberation Army/ UPLA, Karbi People’s Liberation Tigers/KPLT factions along with senior officers from Union Ministry of Home Affairs and Government of Assam.

With this historic agreement, over 1000 armed cadres have abjured violence and joined the mainstream of society.

A Special Development Package of Rs. 1000 crores over five years will be given by the Union Government and Assam Government to undertake specific projects for the development of Karbi areas.

Shri Amit Shah said that the Karbi Agreement is another milestone in Prime Minister, Shri Narendra Modi’s vision of “Insurgency free prosperous North East”.

He said that today’s historic Karbi Anglong agreement will be written in golden letters in the history of Assam. He said that since becoming Prime Minister, northeast has not only been an area of focus for Shri Narendra Modi, but all-round development of northeast, peace and prosperity there has been the top priority for the Government.

Shri Amit Shah said that it is the policy of the Modi Government that those who give up arms are brought into mainstream and we talk to them even more politely and give them more than they ask for.

Shri Shah said that due to this policy only, we are getting rid of old problems one by one that the Modi Government had inherited. Union Home Minister said that we fulfil all clauses of agreements signed during our Government’s tenure and this has been Modi Government’s track record.

Salient features of the Agreement:

This Memorandum of Settlement will ensure greater devolution of autonomy to the Karbi Anglong Autonomous Council, protection of identity, language, culture, etc. of Karbi people and focussed development of the Council area, without affecting the territorial and administrative integrity of Assam.

​​​​​​​The Karbi armed groups have agreed to abjure violence and join the peaceful democratic process as established by law of the land. The Agreement also provides for rehabilitation of cadres of the armed groups.

The Government of Assam shall set up a Karbi Welfare Council for focussed development of Karbi people living outside KAAC area.

The Consolidated Fund of the State will be augmented to supplement the resources of KAAC.

Overall, the present settlement proposes to give more legislative, executive, administrative and financial powers to KAAC.

A landmark moment for Assam and North East, as we signed an agreement with Hooghly Cochin Shipyard Limited (HCSL) for Ship Repair Facility (Slipway) at Pandu, Guwahati.

I am glad to be joined on this occasion by CM Himanta Biswa, MoS Shantanu & other dignitaries.

The Ship Repair Facility (Slipway) at Pandu Port will address the issue of lack of repair facility/dry docking at present in the North East.

This will avert unnecessary large haulage to Kolkata for repairs saving travel distance of 2,500 km and 35-40 days voyage period.

Dedicated Government Old Age Home at Sonapur to the service of our mothers.

Compliments to Min Social Welfare Ajanta Neog & her team on constructing this Old Age Home to provide shelter to those in need.

Also, launched 14567 ‘Elder Line’ a national helpline number for senior citizens. Distressed senior citizens can seek help using this toll-free number.

Employment will remain one of the core focus areas of Assam Government. On completion of 100 Days of our Govt, along with Ranoj Pegu & UG Brahma glad to have distributed appointment letters to 767 persons under different Directorates of Education Dept. My best wishes to them

Joined Meghalaya CM Conrad Sangma in Guwahati today in the second meeting to resolve the outstanding border issues between Assam and Meghalaya: Himant Biswa

Continuing our spirit of mutual friendship, after a meeting on July 23 in Shillong to resolve the outstanding border issues between Assam and Meghalaya, joined Meghalaya CM Sri Conrad Sangma in Guwahati today.

This is the biggest deliberation in this direction in recent times.

Hopeful that after this meeting we will be able to come out with a common agenda of strengthening the long standing friendship between Assam & Meghalaya and continue contributing to the development of India.

At Silchar today, after paying my tributes to martyrs, I announced the following:

1. Assam Government will give Rs 50 lakh as compensation to the families of martyrs, and one person from the family will get job

2. All injured will get Rs 1 lakh

3. All Assam Police personnel deployed on the Mizoram border, shall get an additional salary of a month.

4. Assam Govt will raise 3 commando battalion for Karimganj, Cachar and Hailakandi; 3000 personnel will be recruited.

5. We shall file a suit in the Supreme Court seeking intervention to ensure that not an inch of reserve forest is encroached upon

I appreciate Sarupathar MLA Sri Biswajit Phukan for the noble initiative & wish Lovlina very best for her performance at the Olympics.

Felicitated Lovlina’s father Tiken Borgohain on the occasion & urged people to come together & cheer for Lovlina.

Assam Govt to form 8 sub-groups to give recommendations to draw a roadmap for empowerment of indigenous Muslim community: Himanta Biswa

We draw immense strength from PM Sri Narendra Modi’s vision of Sabka Sath, Sabka Vikas and are guided in our pursuit by this.

An interactive session, true to the spirit of its name, ‘Alaap Alochana Empowering the Religious Minorities’, was held today with intellectuals.

The discussion centered around socio-economic issues affecting the indigenous Muslim population of Assam and was held in presence of Minister of Welfare of Minorities & Development Department Chandra Mohan Patowary, Education Minister Ranoj Pegu, MLA & Pol Secy Jayanta Malla Baruah.

To ensure constructive intervention follows this, 8 sub-groups with representatives of indigenous Muslim will be formed to deliberate on issues for the community like health, education, skill development, cultural identity, financial inclusion, women empowerment etc.

A Chairman from the community & a Member Secy from the govt in each sub-group will come up with recommendations on their assigned matters within 3 months.

After this, govt will prepare a roadmap for empowerment of indigenous Muslim community & implement it over next 5 yrs.
