AVGC Task Force Report calls for National AVGC-XR Mission with budgetary outlay

Ministry of Information & Broadcasting:

The Animation, Visual Effects, Gaming and Comic (AVGC) Task Force has called for a National AVGC-XR Mission with a budget outlay to be created for integrated promotion & growth of the AVGC sector.

In a detailed report submitted to the Ministry of Information and Broadcasting, the Task Force headed by Secretary I&B has also recommended launching a ‘Create in India’ campaign with exclusive focus on content creation, In India, For India & For World.

The main recommendations of the Task Force categorized broadly under 4 categories are as under

Domestic Industry Development for Global Access

A National AVGC-XR Mission with a budget outlay to be created for integrated promotion & growth of the AVGC sector.

Launch of a ‘Create in India’ campaign with exclusive focus on content creation, In India, For India & For World!

With a goal to make India the global hub for AVGC, institute an International AVGC Platform, along with a Gaming Expo) with focus on FDI, Co-production treaties and Innovation.

Establish a National Centre of Excellence (COE) for the AVGC sector to become an international reference point across Skilling, Education, Industry Development and Research & Innovation for the AVGC sector. Regional COEs will be instituted in collaboration with the State Governments to provide access to local industries and to promote local talent and content.

Developing Talent ecosystem to realize Demographic Dividends

Leverage NEP to develop creative thinking with dedicated AVGC course content at school levels, to build foundational skills and to create awareness about AVGC as a career choice.

Launch AVGC focused UG/ PG courses with standard curriculum and globally recognized degrees. Standardize admission tests for AVGC related courses (viz, MECAT by MESC).

With an eye on the demand of 20 Lakh skilled professionals in AVGC sector in this decade, augment skilling initiatives for AVGC sector under MESC. Enhance Industry participation to ensure employment opportunities and absorption for students from non-metro cities and NE states.

Establish AVGC Accelerators and Innovation hubs in academic institutions, on lines of Atal Tinkering Labs.

Enhancing Technology & Financial Viability for Indian AVGC Industry

Democratize AVGC technologies by promoting subscription-based pricing models for MSME, Start-Ups and institutions.

Made in India for AVGC technologies through incentive schemes for R&D and IP creation. Evaluate PLI scheme to incentivize AVGC hardware manufacturers.

Enhanced Ease of Doing Business in AVGC sector i.e tax benefits, import duties, curbing piracy, etc.

Leverage Start-Up India to provide technical, financial and market access assistance to AVGC entrepreneurs to promote culture of R&D and local IP Creation.

Raising India’s soft power through an Inclusive growth

Establish a dedicated Production Fund for domestic content creation from across India to promote Indian culture & heritage globally. Evaluate Reservation for high-quality indigenous content by broadcasters.

For an Inclusive India, target skilling and industry outreach for youth in Tier 2 & 3 towns and villages in India. Establish Special incentives for women entrepreneurs in AVGC sector.

Promote local Children’s channels for raising awareness on rich culture and  history of India among children and youth

Establish framework to ensure Child Rights Protection in the digital world

Ministry of Health and Family Welfare:

“While it is important to be on the alert and follow COVID Appropriate Behaviour including wearing of masks, it is equally important to prevent an infodemic and share only authentic and verified information on COVID19. Union Ministry of Health has been sharing information on various aspects of COVID prevention and management.

I urge everyone to access and share only verified information and encourage others to also do so”.

This was stated by Dr. Mansukh Mandaviya, Union Minister of Health and Family Welfare today as he virtually interacted with about 100 doctors from across the country and members of Indian Medical Association (IMA).  

Dr Mandaviya urged the doctors and members of IMA to continue to spread authentic information about COVID19.

“You have been our ambassadors during the country’s fight against COVID19. I value your contribution and salute the selfless dedication and service of the healthcare professionals.

I urge you to be our partners and ambassadors to prevent an infodemic by educating the public on various aspects of the COVID19 disease and its prevention and management aspects”.

He expressed confidence that doctors would continue to work dedicatedly in this fight, as they have been doing till now.

Dr. Mandaviya urged participants to refrain from making speculations and only share accurate information with the public.

He said that “our citizens look up to our COVID warriors for advice and due to recent increase in COVID-19 cases globally, it becomes the responsibility of our experts to share correct information so that rumors, misconceptions and in turn, fears can be prevented.”

He emphasized on mitigating even the slightest sense of panic in the citizens by making them aware about current status of COVID19 data, the  vaccination program and government efforts.

He cautioned against complacency. He urged on adherence to ‘Test-Track-Treat-Vaccinate & Adherence to COVID Appropriate Behaviour’ and uptake of precaution doses for the vulnerable groups.

“Only this way we will be able to preserve the gains made so far through continued collective efforts”, he stressed.

Veer Bal Diwas will remind us of the immense contribution of ten Sikh gurus and the sacrifice of the Sikh tradition for protecting the honour of the nation: PM Narendra Modi

The Prime Minister, Shri Narendra Modi participated in a historic programme organised by Ministry of Culture marking ‘Veer Bal Diwas’ at Major Dhyan Chand National Stadium in Delhi today. During the programme, the Prime Minister attended a ‘Shabad Kirtan’ performed by about three hundred Baal Kirtanis. The Prime Minister also flagged off a march-past by about three thousand children in Delhi on this momentous occasion. The march-past was taken out from Major Dhyan Chand Stadium to India Gate (Kartavya Path).

On 9th January 2022, the day of the Prakash Purab of Sri Guru Gobind Singh Ji, the Prime Minister had announced that 26th December would be observed as ‘Veer Bal Diwas’, to mark the martyrdom of sons of Sri Guru Gobind Singh – Sahibzadas Baba Zorawar Singh Ji and Baba Fateh Singh Ji.

Addressing the gathering, the Prime Minister remarked that India is celebrating the first Veer Bal Diwas, today. It is a day of a new beginning for the nation when we all come together to bow our heads for the sacrifices laid down in the past. “Shaheedi Saptah and Veer Bal Diwas is not just a cauldron of emotions but a source of infinite inspiration”, the Prime Minister said.

The Prime Minister said that Veer Bal Diwas will remind us Age does not matter when it comes to extreme valour and sacrifice. Veer Bal Diwas will remind us of the immense contribution of ten Sikh gurus and the sacrifice of the Sikh tradition for protecting the honour of the nation. “Veer Bal Diwas will tell us what is India and what is its identity and every year, Veer Bal Diwas will inspire us to recognize our past and make our future. This will also remind everyone about the strength of our young generation”, the Prime Minister added. The Prime Minister paid grateful tributes to the Veer Sahibzades, Gurus and Mata Gurjari. “I consider it to be the good fortune of our government that we got the opportunity to declare 26th December as Veer Bal Diwas”, he said.
