Prime Minister’s Office:

Vice President and Rajya Sabha Chairman, Shri M. Venkaiah Naidu, Prime Minister Shri Narendra Modi and Lok Sabha Speaker Shri Om Birla jointly launched Sansad TV today on the occasion of International Day of Democracy.

Addressing the event, the Prime Minister lauded the transformation of the channel associated with the Parliament in accordance with rapidly changing times, especially when the 21st century is bringing revolution through dialogue and communication. 

The Prime Minister termed the launch of Sansad TV a new chapter in the story of Indian democracy as, in the form of Sansad TV, the country is getting a medium of communication and dialogue which will become a new voice of the nation’s democracy and people’s representative.

The Prime Minister also greeted Doordarshan for completing 62 years of its existence. He also greeted all the engineers on the occasion of Engineer’s day.

Noting that today is also International Day of Democracy, the Prime Minister remarked that when it comes to Democracy, India’s responsibility is more as India is the mother of democracy.

Democracy for India is not just a system, it is an idea. Democracy in India is not just a constitutional structure, but it is a spirit. Democracy in India is not just a collection of streams of constitutions, it is our life stream, he said.

The Prime Minister highlighted the role of the media in the context of 75 years of independence when both glory of the past and promise of the future are before us.

He said when the media takes up issues like Swachh Bharat Abhiyan, that reaches the people with great speed. He suggested that the media can play a role in disseminating the efforts of the people during Azadi ka Amrit Mahotsav by planning 75 episodes on the freedom struggle or bringing out special supplements to mark the occasion. 

Talking about the centrality of content, the Prime Minister said while it is said that ‘content is king, in his experience “Content is Connect.” He explained that, when one has better content, people automatically engage with it. As much as this applies to the media, it is equally applicable to our parliamentary system as there is not only politics in Parliament, there is also policy.

He emphasized that common people should feel the connect with the proceedings of the Parliament. He asked the new channel to work in that direction.

The Prime Minister said when the Parliament is in session, debates are held on diverse subjects, so there is so much for the youth to learn. Members of Parliament  also get inspiration for better conduct, better debate inside the Parliament when the country watches them.

He also stressed the need to focus on duties of the citizens and said that the media is an effective medium for this awareness.

The Prime Minister noted that from these programs, our youth will get to learn a lot about our democratic institutions, their functioning as well as civic duties. Similarly, there will be a lot of information about working committees, importance of legislative work, and working of legislatures which will help in understanding the democracy of India in depth.

He wished that programs will also be made on Panchayats working as grassroots democracy in Parliament TV. These programs will give a new energy, a new consciousness to the democracy of India.

The BJP calls itself a Hindu party but attacks Durga ji & Lakshmi ji across the nation. Where ever the BJP goes, Durga is assaulted, Lakshmi is assaulted.

When Mahatma Gandhi ji understood the Hindu dharma, and spent his entire life understanding the Hindu dharma, then why did the RSS ideology shoot a bullet to his chest?

Lakshmi – the power that fulfills any lakshya or goal Durga – the power that protects It is the job of a politician to take these powers to each person, each household without any discrimination.

The ideology of BJP-RSS & our ideology are different. I can never come to terms with the BJP-RSS ideology.

The PLI Scheme for automobile sector will help the sector to keep pace with global technological transformation: Amitabh Kant

The PLI Scheme for automobile sector & Drones approved by Govt has an outlay of Rs 26,508 Cr. It will act as a catalyst in areas of advanced automotive segments, help the sector to keep pace with global technological transformation and participate in global supply chains.

India is world’s largest 2W, 3W & tractor manufacturer & world’s 2nd largest bus manufacturer, 3rd largest heavy truck manufacturer & 4th largest car manufacturer.

The sector accounts for 7.1% of India’s GDP currently & 49% of manufacturing sector.

Today’s PLI will give it greater impetus.

Civil Aviation Minister Jyotiraditya Scindia flags off direct flight on Vishakhapatnam – Mumbai route

Ministry of Civil Aviation:

Union Minister of Civil Aviation, Shri Jyotiraditya Scindia, MoS, Civil Aviation, Gen VK Singh along with Secretary, Ministry of Civil Aviation, Shri Pradeep Kharola virtually flagged off the first SpiceJet flight from Visakhapatnam to Mumbai.

Shri Vasupalli Ganesh Kumar, MLA South Assembly Constituency (Telugu Desam) joined the event virtually from Vishakhapatnam airport.  

Smt. Usha Padhee, Joint Secretary, Ministry of Civil Aviation, Shri Sanjeev Kumar, Chairman, Airports Authority of India (AAI) along with other senior officials of the MoCA & AAI were also present at the ceremony held at MoCA.

Shri. Jyotiraditya Scindia said, “It’s the vision of our Prime Minister Shri Narendra Modi to enable economic growth through better connectivity of not only metros of the country, but also of India’s hidden jewels like Visakhapatnam.

It gives me immense pleasure to announce that today we are launching direct flight connectivity from Visakhapatnam to India’s financial capital – Mumbai.

This will open up the potential for employment, tourism, better connectivity for students & will further act as an economic multiplier for Visakhapatnam.

Through our policy of UDAN – Ude Desh Ka Aam Nagrik, better aerial connectivity is being pushed to the hinterlands of India. India is on a cusp of a travel revolution. The concept of high-volume travel at the low cost of travel is what this ministry represents. Moreover, today we are launching 38 more flights in various states of the country.”

He further added, “Visakhapatnam is now connected with 10 cities with 302 aircraft movements as on date, and we plan to increase these numbers through various initiatives.

We are committed to open new vistas & new avenues for the region. In a short span of 7 years, under the leadership of our Prime Minister Shri Narendra Modi, we have gone from 60 airports in 2016 to 136 airports in 2021.”

Currently, only the Air India group operates flights on the Vishakhapatnam – Mumbai route, and the additional flight has been a long pending demand of the natives. The additional flight by SpiceJet aligns with the objectives of the Sab Uden Sab Juden initiative of the government of India that aims to strengthen aerial connectivity of Tier-2 & Tier-3 cities of the country.

Spicejet will deploy Boeing 737 aircraft on the Vishakhapatnam – Mumbai route. Moreover, under the Gati Shakti plan of the Government of India, all infrastructural developments will help raise the global profile of local manufacturers and help them compete with their counterparts worldwide. It also raises possibilities of new future economic zones.

Govt has approved PLI Scheme for Auto Industry to overcome the cost disabilities to the industry for manufacture of Advanced Automotive Technology products in India

Union Cabinet Decision:

Taking steps forward towards the vision of an ‘Aatmanirbhar Bharat’, Government led by Prime Minister, Shri Narendra Modi, has approved the PLI Scheme for Automobile Industry and Drone Industry with a budgetary outlay of ₹ 26,058 crore.

The PLI scheme for the auto sector will incentivize high value Advanced Automotive Technology vehicles and products. It will herald a new age in higher technology, more efficient and green automotive manufacturing.

PLI Scheme for Automobile Industry and Drone Industry is part of the overall announcement of PLI Schemes for 13 sectors made earlier during the Union Budget 2021-22, with an outlay of ₹ 1.97 lakh crore.

With the announcement of PLI Schemes for 13 sectors, minimum additional production in India is expected to be around ₹ 37.5 lakh crore over 5 years and minimum expected additional employment over 5 years is nearly 1 crore.

The PLI Scheme for the auto sector envisages to overcome the cost disabilities to the industry for manufacture of Advanced Automotive Technology products in India.

The incentive structure will encourage industry to make fresh investments for indigenous global supply chain of Advanced Automotive Technology products.

It is estimated that over a period of five years, the PLI Scheme for Automobile and Auto Components Industry  will lead to fresh investment of over  ₹42,500 crore,  incremental production of over  ₹2.3 lakh crore and will create additional employment opportunities of over 7.5 lakh jobs. Further this will increase India’s share in global automotive trade.

The PLI Scheme for auto sector is open to existing automotive companies as well as new investors who are currently not in automobile or auto component manufacturing business.

The scheme has two components viz Champion OEM Incentive Scheme and Component Champion Incentive Scheme.

The Champion OEM Incentive scheme is a ‘sales value linked’ scheme, applicable on Battery Electric Vehicles and Hydrogen Fuel Cell Vehicles of all segments.

The Component Champion Incentive scheme is a ‘sales value linked’ scheme, applicable on Advanced Automotive Technology components of vehicles, Completely Knocked Down (CKD)/ Semi Knocked Down (SKD) kits, Vehicle aggregates of 2-Wheelers, 3-Wheelers, passenger vehicles, commercial vehicles and tractors etc.

This PLI Scheme for automotive sector along with the already launched PLI scheme for Advanced Chemistry Cell (ACC) (₹18,100 crore) and Faster Adaption of Manufacturing of Electric Vehicles (FAME) (₹10,000 crore) will enable India to leapfrog from traditional fossil fuel based automobile transportation system to environmentally cleaner, sustainable, advanced and more efficient Electric Vehicles (EV) based system.

The PLI Scheme for the Drones and Drone components industry addresses the strategic, tactical and operational uses of this revolutionary technology.

A product specific PLI scheme for drones with clear revenue targets and focus on domestic value addition is key to building capacity and making these key drivers of India’s growth strategy.

The PLI for Drones and Drone components industry, will over a period of three years, lead to investments worth ₹ 5,000 Crore, increase in eligible sales of ₹ 1500 crore and create additional employment of about 10,000 jobs.

Cabinet approves major Reforms in Telecom Sector. Liquidity needs of Telecom Service Providers addressed

Union Cabinet Decision:

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved a number of structural and process reforms in the Telecom sector.

These are expected to protect and generate employment opportunities, promote healthy competition, protect interests of consumers, infuse liquidity, encourage investment and reduce regulatory burden on Telecom Service Providers (TSPs).

The package is also expected to boost 4G proliferation, infuse liquidity and create an enabling environment for investment in 5G networks.

Nine structural reforms and Five procedural reforms plus relief measures for the Telecom Service Providers are as below:

Structural Reforms

Rationalization of Adjusted Gross Revenue:  Non-telecom revenue will be excluded on prospective basis from the definition of AGR.

Bank Guarantees (BGs) rationalized: Huge reduction in BG requirements (80%) against License Fee (LF) and other similar Levies. No requirements for multiple BGs in different Licenced Service Areas (LSAs) regions in the country. Instead, One BG will be enough.

Interest rates rationalized/Penalties removed: From 1st October, 2021, Delayed payments of License Fee (LF)/Spectrum Usage Charge (SUC) will attract interest rate of SBI’s MCLR plus 2% instead of MCLR plus 4%; interest compounded annually instead of monthly; penalty and interest on penalty removed.

For Auctions held henceforth, no BGs will be required to secure instalment payments. Industry has matured and the past practice of BG is no longer required. 

Spectrum Tenure: In future Auctions, tenure of spectrum increased from 20 to 30 years.

Surrender of spectrum will be permitted after 10 years for spectrum acquired in the future auctions.

No Spectrum Usage Charge (SUC) for spectrum acquired in future spectrum auctions.

Spectrum sharing encouraged – additional SUC of 0.5% for spectrum sharing removed.

To encourage investment, 100% Foreign Direct Investment (FDI) under automatic route permitted in Telecom Sector.

All safeguards will apply.

Procedural Reforms

Auction calendar fixed – Spectrum auctions to be normally held in the last quarter of every financial year.

Ease of doing business promoted – cumbersome requirement of licenses under 1953 Customs Notification for wireless equipment removed. Replaced with self-declaration.

Know Your Customers (KYC) reforms: Self-KYC (App based) permitted. E-KYC rate revised to only One Rupee. Shifting from Prepaid to Post-paid and vice-versa will not require fresh KYC.

Paper Customer Acquisition Forms (CAF) will be replaced by digital storage of data. Nearly 300-400 crore paper CAFs lying in various warehouses of TSPs will not be required. Warehouse audit of CAF will not be required.

SACFA clearance for telecom towers eased. DOT will accept data on a portal based on self-declaration basis. Portals of other Agencies (such as Civil Aviation) will be linked with DOT Portal.

Addressing Liquidity requirements of Telecom Service Providers

The Cabinet approved the following for all the Telecom Service Providers (TSPs):

Moratorium/Deferment of upto four years in annual payments of dues arising out of the AGR judgement, with however, by protecting the Net Present Value (NPV) of the due amounts being protected.

Moratorium/Deferment on due payments of spectrum purchased in past auctions (excluding the auction of 2021) for upto four years with NPV protected at the interest rate stipulated in the respective auctions.

Option to the TSPs to pay the interest amount arising due to the said deferment of payment by way of equity.

At the option of the Government, to convert the due amount pertaining to the said deferred payment by way of equity at the end of the Moratorium/Deferment period, guidelines for which will be finalized by the Ministry of Finance.

The above will be applicable for all TSPs and will provide relief by easing liquidity and cash flow. This will also help various banks having substantial exposure to the Telecom sector.

Telangana IT & Industries Minister KTR lit the ceremonial lamp and addressed the gathering at the TATA Lockheed Martin 150th C- 130J Empennage Delivery event in Hyderabad.

Lockheed Martin CEO Bill Blair, Tata Advanced MD & CEO Sukaran Singh, the U.S. Consul General in Hyderabad, Principal. Secretaty Jayesh Ranjan graced the occasion.

Speaking at the event, Minister KTR stated that the TLMAL is increasing its indigenization percentage over years and today 85% of C-130J empennage detail parts that were previously imported are manufactured locally in Hyderabad.

Besides, C130J,  Tata and Lockheed Martin produces the Sikorsky S 92 cabins at their state of the art factory in Hyderabad.  Till date 150 (Made in Telangana) S-15 cabins has been manufactured and delivered from Hyderabad

Tata Lockheed Martin partnership in Hyderabad is a glowing example of the collaboration between India & the United States anchored in Telangana.

Similar strong partnerships are established with other US majors such as Boeing & GE Aviation by TATA in Hyderabad

Six days after my 1st visit to Nimatighat, I went there again today to review steps taken by Inland Water Transport Dept & admin of Jorhat, Majuli to ensure smooth movt of ferries & safety of passengers.

CM Office Assam:

CM Dr Himanta Biswa reviewed the Ro-Pax service at Nimatighat.

He said Inland Water Transport Dept has made services of 2 Ro-Pax vessels operational between Jorhat & Majuli after thorough inspection.

2 vessels – MV Raj Lakshmi and MV Digaru – will reach Majuli soon, while another is being developed by the department.

Govt of India has also been requested to send two more Ro-Pax vessels to Assam, of which one will ply between Jorhat and Majuli. 8 local boats suspended for having single engines would be converted into marine engines at the expense of the State Govt.

For passengers’ convenience, timings of Ro-Pax vessels and boats under operation have been re-scheduled and will ply three times a day.

An app would also be launched for booking tickets by passengers. Further, 2 night buses will ply between Jorhat and Majuli via Dibrugarh.
