Welcome friends and I hope all of you have been vaccinated at least once. But even then, I pray to all of you and my colleagues in the House to cooperate in following the Corona protocols.

Vaccine is given in ‘baahu’ (arms), and those who take it become ‘Baahubali’. The only way to become Baahubali to fight against corona is to get vaccinated.

Over 40 crore people have become ‘Baahubali’ in the fight against Corona. It is being taken forward rapidly. The pandemic has gripped the entire world, the entire human race. Therefore, we want meaningful debates in the Parliament over the pandemic.

It should be given the highest priority so that we get all the practical suggestions from all the honorable MPs so that there can be a lot of innovation in the fight against the pandemic. If there are some shortcomings, then they can be rectified and we can move forward together in this fight.

I have also requested all the floor leaders to take time out in the evening tomorrow because I want to give them a detailed presentation on the pandemic situation.

We want the discussion in the House as well as outside with all the floor leaders, because I have been continuously meeting chief ministers.

Discussions are taking place at different forums. It will be convenient if there is a discussion with the floor leaders along with the debate in the House.

Let this session be result oriented with effective debates so that the government can give people the answers sought by them. I would urge all the honorable MPs and all the parties to ask the most difficult and sharpest questions in the Houses but should also allow the Government to respond in a peaceful atmosphere.

Democracy is strengthened when truth reaches people. It also strengthens people’s trust and improves the pace of development.

Friends, the internal arrangement during this session is not like the last time, everyone is going to sit and work together because almost everyone has been vaccinated. I once again thank you all very much and urge you to take care of yourself. Let us all work together to fulfil the hopes and aspirations of the country.

When we look at the Pegasus issue through the prism of logic, it clearly emerges that there is no substance behind this sensationalism: Ashwini Vaishnaw in LS

Shri Ashwini Vaishnaw, the Minister of Electronics & Information Technology made following statement on  “Alleged use of spyware Pegasus to compromise phone data of some persons as reported in Media on 18th July 2021” in Lok Sabha here today:

A highly sensational story was published by a web portal yesterday night.

Many over the top allegations have been made around this story.

The press reports have appeared a day before the Monsoon session of Parliament. This cannot be a coincidence.

In the past, similar claims were made regarding the use of Pegasus on WhatsApp. Those reports had no factual basis and were categorically denied by all parties, including in the Supreme Court.

The press reports of 18th July 2021 also appear to be an attempt to malign the Indian democracy and its well established institutions.

We cannot fault those who haven’t read the news story in detail. And I request all Members of the House to examine the issues on facts and logic.

The basis of this report is that there is a consortium which has got access to a leaked database of 50,000 phone numbers. The allegation is that individuals linked to these phone numbers were being spied upon. However, the report says that:

The presence of a phone number in the data does not reveal whether a device was infected with Pegasus or subject to an attempted hack.

Without subjecting a phone to this technical analysis, it is not possible to conclusively state whether it witnessed an attack attempt or was successfully compromised.

Therefore, the report itself clarifies that presence of a number does not amount to snooping.

Let us examine what NSO, the company which owns the technology has said. It said:

NSO Group believes that claims that you have been provided with, are based on misleading interpretation of leaked data from basic information, such as HLR Lookup services, which have no bearing on the list of the customers’ targets of Pegasus or any other NSO products.

Such services are openly available to anyone, anywhere, and anytime, and are commonly used by governmental agencies as well as by private companies worldwide. It is also beyond dispute that the data has nothing to do with surveillance or with NSO, so there can be no factual basis to suggest that a use of the data somehow equates to surveillance.

NSO has also said that the list of countries shown using Pegasus is incorrect and many countries mentioned are not even our clients. It also said that most of its clients are western countries.

It is evident that NSO has also clearly rubbished the claims in the report.

Let us look at India’s established protocol when it comes to surveillance. I’m sure my colleagues in the opposition who have been in Government for years would be well aware of these protocols. Since they have governed the country, they would also be aware that any form of illegal surveillance is not possible with the checks and balances in our laws and our robust institutions.

In India, there is a well established procedure through which lawful interception of electronic communication is carried out for the purpose of national security, particularly on the occurrence of any public emergency or in the interest of public safety, by agencies at the Centre and States.

The requests for these lawful interception of electronic communication are made as per relevant rules under the provisions of section 5(2) of Indian Telegraph Act,1885 and section 69 of the Information TechnologyAct, 2000.

Each case of interception or monitoring is approved by the competent authority. These powers are also available to the competent authority in the state governments as per IT (Procedure and Safeguards for Interception, monitoring and Decryption of Information) Rules, 2009.

There is an established oversight mechanism in the form of a review committee headed by the Union Cabinet Secretary. In case of state governments, such cases are reviewed by a committee headed by the Chief Secretary concerned. The law also provides an adjudication process for those adversely affected by any incident.

The procedure therefore ensures that any interception or monitoring of any information is done as per due process of law. The framework and institutions have withstood the test of time.

In conclusion, I humbly submit that:

  • The publisher of the report states that it cannot say if the numbers in the published list were under surveillance.
  • The company whose technology was allegedly used has denied these claims outrightly.
  • And the time tested processes in our country are well-established to ensure that unauthorised surveillance does not occur.

When we look at this issue through the prism of logic, it clearly emerges that there is no substance behind this sensationalism.

In his statement the Minister has omitted to quote the crucial part of Pegasus’ statement: P Chidambaram

  • NSO Group, the owner of Pegasus, has said that “NSO sells its technologies solely to law enforcement and intelligence agencies of vetted governments”

  • It is unfortunate that Minister Vaishnaw has started his innings on the wrong foot.

  • In his statement the Minister has omitted to quote the crucial part of Pegasus’ statement.

  • The services that are “openly available to anyone, anywhere, and anytime” refer to HLR Lookup services, not to Pegasus.

  • The Minister should answer a simple question: Did the government acquire the Pegasus software/spyware?

The Pegasus revelations are abhorrent: Priyanka Gandhi

  • The Pegasus revelations are abhorrent. If true, the Modi government seems to have launched a grave and sinister attack on the Right to Privacy – constitutionally guaranteed to Indian citizens as a Fundamental Right.

Western Railway introduces newly upgraded Tejas sleeper coach rakes thus presenting a new era of train travel experience with enhanced comfort.

These bright golden hued coaches, with enhanced smart features, are being introduced to run Western Railway’s prestigious Mumbai Rajdhani Express train and will boast to offer best in class travel experience. This new rake began its maiden run today, 19th July, 2021.

Chief Public Relations Officer of Western Railway, Shri Sumit Thakur stated that, “With the use of Tejas SMART Coach, Indian Railways aims to move to predictive maintenance instead of preventive maintenance.

The introduction of this modern Tejas Sleeper type train for long distance journey, is another paradigm shift by Indian Railways for enhancing the travel experience for the passengers.” 

He also mentioned that Tejas type Sleeper coaches are manufactured at Modern Coach Factory (MCF) which will gradually replace the premium long-distance trains over Indian Railways network.

The existing rakes of Train No. 02951/52 Mumbai – New Delhi Rajdhani Special Express, one of the most prestigious and premium trains of Western Railway, are being replaced with brand new Tejas type sleeper coaches.

Two such Tejas type sleeper coach rakes have been made ready to run as Rajdhani Express. Out of these two rakes, one rake comprises of exclusive Tejas Smart sleeper coaches, which is first of its kind to be introduced over Indian Railways.

The new train will have special smart features for enhanced passenger safety and comfort. The smart coach aims to provide world-class facilities to passengers with the help of intelligent sensor-based systems.

It is equipped with Passenger Information and Coach Computing Unit (PICCU) provided with GSM network connectivity, which reports to the remote server. PICCU will record the data of WSP, CCTV recording, Toilet odour sensors, panic switch and other items integrated with fire detection and alarm system, air quality and choke filter sensor & energy meter.
