‘The farmers are the one who truly live and all others live because of them; worshiping them’: PM Modi quotes Thiruvalluvar after laying the foundation stone to modernise the Bhavanisagar dam in TN

I am happy to be here in Coimbatore. This is a city of industry and innovation. Today we begin many development works that will benefit Coimbatore and the entire Tamil Nadu.

The foundation stone to modernise the Bhavanisagar dam is being laid. This will irrigate over two lakh acres of land. The districts of Erode, Tiruppur and Karur will especially benefit from this project.

This project will be of great benefit for our farmers. I am reminded of the words of the great Thiruvalluvar. He said;

உழுதுண்டு வாழ்வாரே வாழ்வார்மற் றெல்லாம்
தொழுதுண்டு பின்செல் பவர்.

It means, ‘the farmers are the one who truly live and all others live because of them; worshiping them’.

Tamil Nadu is making a major contribution to India’s industrial growth. One of the basic needs for industry to grow is continuous power supply. Today, I am happy to dedicate to the nation two major power projects and lay the foundation for one more power project.

The 709 megawatt solar power project is developed by Neyveli Lignite Corporation India Limited in Tirunelveli, Thoothukudi, Ramanathapuram and Virudhunagar Districts.

The cost of this project is over three thousand crore Rupees.

Another 1000 megawatt thermal power project of NLC, constructed at a total cost of almost Seven Thousand Eight hundred crore rupees will be of great benefit to Tamil Nadu.

Over sixty-five percent of power generated in this project will be given to Tamil Nadu.

Tamil Nadu has a glorious history of sea trade and port led development. I am happy to launch various projects related to V.O. Chidambaranar Port, Thoothukudi.

We recall the efforts of the great freedom fighter V-O-C. His vision for a vibrant Indian shipping industry and maritime development inspires us greatly.

The projects launched today will further strengthen the cargo handling ability of the port. It will even support the green port initiative.

Apart from this, we will take further steps to make the Port into a big trans-shipment port in the east coast. When our ports are more efficient, it contributes to India being Aatmanirbhar and a global hub for trade as well as logistics.

The Government of India’s commitment to port-led development can be seen through the Sagarmala Scheme.

About 575 projects at a total cost of over six lakh crore rupees have been identified for implementation during 2015-2035 period.

These works cover: Port modernization, New port development, Port connectivity enhancement, Port-linked industrialisation and Coastal community development.

I am also happy to note that a new Multi-Modal Logistics Park is going to be launched soon at Mappedu near Sriperumbudur in Chennai.

The ‘8-laning of Korampallam Bridge and Rail Over Bridge’ was also taken up under ‘Sagarmala programme’.

The Project will facilitate seamless and congestion free transit to and from the Port. It will also further reduce the turn around time of the cargo trucks.

Development and care for the environment are closely linked. V-O-C port has already installed 500 kilowatt roof top solar power plant. Installation of another 140 kilowatt roof top solar project is in progress. It makes me happy that V-O-C Port has taken up the grid connected 5 megawatt ground-based solar power plant at a cost of almost twenty crore rupees. This project will help meet 60 percent of the total energy consumption of the Port. This is truly an example of Urja Aatmanirbharta.

At the core of development is ensuring dignity to every individual. One of the ways of ensuring dignity is to provide shelter for everyone.

To give wings to the dreams and aspirations of our people, Pradhan Mantri Awas Yojna was started.

It is my privilege to inaugurate Four Thousand One Hundred and Forty Four tenements. They are built in Tiruppur, Madurai and Tiruchirappalli Districts. T

The cost of this project is 332 crores rupees. These houses will be handed over to those who never had a roof over their head after 70 long years of independence.

Tamil Nadu is a heavily urbanized state. The Government of India and Government of Tamil Nadu are committed to all-round growth of the cities.

I am happy to lay foundation stone for Integrated Command and Control Centres in smart cities across Tamil Nadu.

This will provide an intelligent and integrated IT solutions to manage various services across these cities.

I am sure that the projects launched today will give a big boost to the lives and livelihood of the people of Tamil Nadu. Best wishes to all the families who are getting their new homes today. We will keep working to fulfil the dreams of the people and build an Aatmanirbhar Bharat.

Inland Waterways Authority of India inks MoU with World’s largest gas carrier company for transporting LPG through Inland Waterways

Ministry of Ports, Shipping and Waterways via PIB India:

A Memorandum of Understanding has been signed between IWAI and MOL (Asia Oceania) Pte. Ltd for transportation of LPG through barges on National Waterways-1 and National Waterways-2, in the presence of Minister of Ports, Shipping and Waterways Shri Mansukh Mandaviya.

Handling of LPG cargo on IWAI terminals/Multimodal Terminals at Haldia, Sahibganj and Varanasi as per notified provisions and rates on request of MOL.

Providing Lease Available Depth (LAD) information on fortnightly/ monthly basis.

MOL Group is World’s largest gas carrier company and will invest for construction and operation of dedicated LPG barges under Make-in-India initiative of the Government of India.

Aegis Group proposed investments for setting up storage terminals, dedicated pipelines between jetty to the terminal and necessary infrastructure at jetty for evacuation of products from barges.

Presently, 60% of the LPG is moved through road to the various locations with a cost of Rs. 5 to 6 per metric tonne per kilometre, which the oil companies are interested in reducing.

Also at times, there are issues of strikes by transporters, road blockages which cause delay in transportation.

Therefore, the main area of interest for the companies is to use waterways to have a cheaper alternative to the existing mode of transportation, which is also cleaner and greener mode.

Also, there are some areas which are difficult to approach through rail/ road especially in the North-East Region where IWT sector may provide usable solutions, besides the parcel size as compared to road trucks which can carry 17 MT of LPG in case of barges shall be of bigger size depending on  the barge leading to economies of scale.

Besides salient features of LPG over other commodities, is that LPG is a clean cargo with zero leakages and spillage as the products are handled by pipelines in a fully closed loop with utmost safety precautions being regulated by PNGRB and PESO.

LPG cargo needs less berthing time compared to any other bulk cargo. Besides there  is no requirement of conveyors, etc., installed  on berths/ jetties.

Handling LPG by inland waterways will help reduce the carbon footprints, lowering the overall logistics cost, which in India stands approx. 13 to 14% of GDP, compared to global average of 8% and contributing to Government social schemes like “UJJAWLA” for LPG supply.

Digital News portals have to follow now the Ethics Code as laid down by the Press Council: Prakash Javadekar

Prakash Javadekar – Union Minister for Information & Broadcasting:

Press freedom is essence of democracy. When this was attacked during emergency we fought against it and suffered jail for 16 months. But every freedom has reasonable restrictions and has to be responsible.

For films there is a censor board. For TV channels there is program code. OTT had no arrangement. Our new guidelines are providing institutional arrangements for OTT

Print media has Press Council and follow its ethics code. The digital news portals have to follow nothing. We have changed this. They have to follow now the Ethics Code as laid down by the Press Council

We are now empowering the ordinary users of social media. ‘Significant’ social media intermediaries need to adhere to the new guidelines: RS Prasad

Ravi Shankar Prasad – Union Minister for Communications, Electronics & IT:

It is very important that crores of social media users should be given a proper forum for resolution of their grievances in a time bound manner against the abuse and misuse of social media. We are now empowering the ordinary users of social media.

Over the years concerns are being raised about the rampant abuse of the social media platforms.

Even the news channels have a fact-checking mechanisms which confirms the rampant spread of fake news.

Supreme Court also directed us to frame necessary guidelines to eliminate child pornography, gang rape images etc.

Even during parliamentary proceedings concerns were raised over hate content, pornography on social media etc for which we have made some new guidelines related to it.

The significant social media intermediaries need to adhere to the new guidelines such as:

1. Appoint a Chief Compliance Officer responsible for ensuring compliance with the Act & Rules.

2. Appoint a Nodal Contact Person

3. Appoint a Resident Grievance Officer

The social media platforms, upon being asked either by a court order or by the govt authority, will be required to disclose the first originator of the mischievous content.

No intermediary shall be required to disclose the content of messages.

All social media intermediaries to establish a grievance redressal mechanism for users.

A grievance officer to respond to a complaint within 24 hrs & resolve within 15 days.

If there are complaints against the dignity of the users particularly women that exposes the private parts of the individuals or sexual acts or is revenge porn then the social media platforms need to remove it.

Prakash Javadekar – Union I&B Minister said:

Print media has Press Council & they follow its ethics code but digital media portals have nothing to follow but now we have changed this as all media platforms must have same justice system & they need to follow the Ethics Code as laid down by the Press Council

OTT platforms need to have self-classification of age related content which is U, 7+ 13+, 16+ and A categories & there has to be a mechanism of parental lock
