Union Agriculture Minister NS Tomar’s response to NCP President Sharad Pawar’s views on Farm Laws

Narendra Singh Tomar – Union Agriculture Minister:

Sharad Pawar ji is a veteran politician and a former Union Agriculture Minister, who is also considered well-versed with the issues & solutions relating to Agriculture. He has himself tried hard to bring the same agriculture reforms earlier.

Since he speaks with some experience and expertise on the issue, it was dismaying to see his tweets employ a mix of ignorance & misinformation on the agriculture reforms. Let me take this opportunity to present some facts.

New Laws facilitate promotion of additional choice channel for farmers with choice to sell their produce to anyone, anywhere with hassle free movement in & outside the state to realize competitive & better net price for their produce. This doesn’t affect the current MSP system.

Under new ecosystem, mandis are not affected. Instead, they will be more competitive and cost effective in terms of services and infrastructure; and both the systems will synergistically co-exist for the common interest of farmers.

As he is such a veteran leader, I would like to believe that he was genuinely misinformed of the facts. Now that he has the right facts, I hope he will also change his stand & also explain the benefits to our farmers.

There is an immediate need for the ASI to carry out a detailed study & thorough excavation of the ‘Ekamra Kshetra’ for unearthing heritage structures: Dharmendra Pradhan

Dharmendra Pradhan – Union Minister:

Wrote a letter to seek urgent intervention of Min. Shri Prahlad Singh Patel in sending an expert team of Archaeological Survey of India to Bhubaneswar to carry out detailed study and thorough excavation of the ‘Ekamra Kshetra’ for unearthing heritage structures which may lie buried under encroachments.

ASI recently chanced upon invaluable remains of 10th-11th century Somvanshi period temple floor at the north-west corner of the Sari temple.

The ASI also discovered two other structures, believed to be remains of small shrines, and a portion of the Sari temple.

These findings are of immense archaeological, artistic & socio-cultural importance and therefore there is an immediate need for intervention to protect and preserve the remains of this priceless Odishan architecture and other heritage sites of the temple-town of Bhubaneswar.

Stock piling limits have been removed on food grain, pulses, onion, potato, oilseeds: Sharad Pawar on Farm Laws

Stock piling limits have been removed on food grain, pulses, onion, potato, oilseeds

It may lead to apprehensions that Corporates may purchase commodities at lower rates and stock pile and sell at higher prices to consumers.

Sharad Pawar – President, NCP

Reform is a continuous process and no one would argue against the reforms in the APMCs or Mandi System, a positive argument on the same does not mean that it is done to weaken or demolish the system.

During my tenure, the draft APMC Rules – 2007 were framed for the setting up of special markets thereby providing alternate platforms for farmers to market their commodities and utmost care was also taken to strengthen the existing Mandi system.

New agricultural laws restrict the powers of Mandi system i.e. the collection of levy and fees from the private markets, dispute resolution, agri-trade licencing and regulations of E-trading.

New laws will adversely impact the MSP procurement infrastructure thereby weakening the Mandi system.

MSP mechanism has to be ensured and strengthened further.

I am also concerned about the amended Essential Commodities Act. According to the act the Govt will intervene for price control only if rates of horticultural produce are increased by 100% and that of non perishable items increase by 50%.

Stock piling limits have been removed on food grain, pulses, onion, potato, oilseeds etc.

It may lead to apprehensions that Corporates may purchase commodities at lower rates and stock pile and sell at higher prices to consumers.

MFP

The Ministry of Tribal Affairs has revised the MSP for listed Minor Forest produce and has added 14 more Minor Forest produce to the list

Ministry of Tribal Affairs via PIB :

Over the past year, due to the unprecedented crisis caused by the ongoing pandemic, the lives and livelihoods of people across all segments, and in particular, the disadvantaged tribals, across the country have been severely disrupted.

At such a time, the ‘Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) & Development of Value Chain for MFP’has come as a beacon of change.

Conceptualised and implemented by TRIFED in association with State Government Agencies  across 21 states of the country, the scheme has emerged as a source of great relief for tribal gatherers injecting more than Rs 3000 crores directly in the tribal economy since April 2020.

This has been possible mainly due to the Government push and active participation from the States and has provided much needed liquidity in the tribal ecosystem, much needed in the adverse times.

Continuing with its earlier efforts to provide remunerative and fair prices to tribal gatherers of forest produces, the Ministry of Tribal Affairs has revised the MSP for MFP list and has included 14 additional MFPs in the list.

This recommendation of additional items is over and above the previous notification issued on May 26, 2020 (in which the list had been revised to include 23 MFPs) and May 1, 2020 in which the MSP revisions for the MFPs were announced.

The details of the newly included items are as under:-

TasarCoccoon
Cashew Kernel
Elephant Apple Dry
Bamboo Shoot
Malkangani Seed
Mahul Leaves
Nagod
Gokhru
Pipla/ Uchithi (dried berry)
Gamhar/ Gamari (dry bark)
Oroxylumindicum (dry bark)

Delighted that what I have consistently written on over 25 yrs is now being implemented by Supreme Court especially Justice Kaul : Dr Abhishek Singhvi

Dr Abhishek Singhvi, INC’s National Spokesperson, | Sr.Adv| :

Delighted that what I have consistently written on over 25 yrs is now being implemented by Supreme Court especially Justice Kaul.

Crux of delays in judicial appointments (40% HC &25% lower court seats are vacant!!) is absence of time limits at each stage of recco process.

Beating backlog and winning battle of bulge needs time limits at each stage-recco of High Court collegium consd by state Govt; then decision by Supreme Court Collegium; then central Govt decision; if returned &reiterated by SC, 2nd decision by central govt (which then has zero discretion)
