Congress President Sonia Gandhi in discussion with 7 State Chief Minister’s via Video Conferencing :

  • GST compensation seems to be a big issue. Compensation being paid to states on time, according to laws passed by Parliament is crucial and it is not happening. Dues have accumulated and state finances are badly affected.
  • GST was enacted as an example of cooperative federalism. It came into existence as states agreed to forego their constitutional powers of taxation in larger national interest & on solemn promise of compulsory GST compensation for 5 years.
  • In the meeting of the Standing Committee of Finance on 11th August 2020, the Finance Secretary, GoI, clearly stated that the Central Govt is not in a position to pay the mandatory GST compensation of 14% for the current year.
  • This refusal to compensate the states is nothing short of betrayal on the part of the Modi Government, betrayal of state governments and the people of India.
  • The Central Govt continues to profiteer from unilateral cesses which are not shareable with states. Also, ordinances have been issued without consulting the states on agricultural marketing.
  • Our Punjab Chief Minister Amarinder Singh has already highlighted how these will destroy the MSP and adversely impact the PDS as well.
  • There has also been an outcry against draft EIA notification 2020 which is deeply anti democratic. Laws meant to protect environment, livelihood & public health are being weakened. Auction of coal mines too has been objected to by some CMs.
  • Public sector assets created over decades are being sold off. Some state governments have expressed their opposition. Six airports have been given into private hands. Railways, the lifeline of the country is also being privatised.
  • There are other announcements like the National Education Policy that should really worry us. It is a set back for progressive, secular and scientific values.
  • There are other problems of students & examinations that have also been dealt with uncaringly.
